Is a certificate under the European Union/Turkey agreement, issued at the request of the trader to certify that the goods described in the form, regardless of origin, are in free circulation. It is used in trade between the European Union and Turkey and allows duty relief, with the exclusion of agricultural products and those once provided for under CeCA (coal and steel commodities) for which the EUR.1 certificate is to be issued. The exemption applies to shipments from the European Union to Turkey and also from Turkey to the European Union.
